From Dagestan to the World Stage
Born on January 3, 1967, in Dagestan, Abusupyan Kharkharov graduated from Dagestan State University’s Faculty of Economics and later earned a Doctorate in Economic Sciences. He quickly rose to prominence both in politics and in business.
Between 1995 and 2010, he served four terms as a Deputy of the Legislative Assembly of Dagestan, balancing his public service with transformative business projects. His contributions have been recognized with state honors including the Medal “300 Years of the Russian Fleet,” the title of Honored Economist of Dagestan, and membership in the International Academy of Transport.
Maritime Achievements That Reshaped Russia
Kharkharov’s name is closely tied to Russia’s maritime revival. As General Director of the Makhachkala Sea Commercial Port from 1998 to 2010, he turned the Caspian hub into a thriving international trade center.
He created a merchant fleet of 25 vessels.
He oversaw the construction and sale of tankers and ferries worth over USD 200 million.
He modernized Makhachkala’s oil harbor, grain and container terminals, and ferry crossings.
By order of the Russian President in 2002, he completed a railway ferry crossing between Makhachkala and the ports of Turkmenbashi and Aktau in just four months, opening a new transport corridor in the Caspian.
He increased port cargo turnover from 80,000 tons in 1998 to 7 million tons within six years, including 5.5 million tons of oil and oil products.
His efforts also included joint projects with Transneft, linking Makhachkala to the Baku–Novorossiysk pipeline, through which more than 50 million tons of Kazakh and Turkmen oil were delivered.
Beyond Ports: Oil, Gas, Telecom, and Governance
Kharkharov’s expertise has extended across industries.
In oil and gas, he launched Russia’s first liquefied gas transshipment port, “MAKTREN-NAFTA,” with a capacity of 1 million tons per year.
In telecommunications, he founded Dagtelecom, which grew to over one million subscribers before being acquired by MTS.
In logistics, he managed export-import and transit cargo flows through direct agreements with Russian Railways.
In public service, he served as Deputy Chairman of the Government of Dagestan (2013–2016) and advisor to the President of Dagestan.
Today, he continues to shape Russian business strategy as Chairman of the Board of Directors of Kvadrat Holding.
Building Bridges with the Arab World
From 1998 to 2015, Kharkharov strengthened Russia’s international ties by forging partnerships in Turkey, Syria, Croatia, Indonesia, and the Gulf states, including Saudi Arabia, the UAE, Oman, Bahrain, Qatar, and Iran. Over the years, he has cultivated lasting relationships in business and government circles across these regions.
